Project Objective
The implementation of the project will contribute to achieving the strategic objective of the OPIE, which is the development of the Polish economy, and the specific objectives of this Program. The subject matter of the project relates to the 1st priority axis “Research and development of modern technologies” and fits into the thematic area concerning information and telecommunication technologies and intelligent, telecommunication and data communication networks of the INFO priority thematic group and the thematic area “Design of specialized systems” of the TECHNO priority thematic group. The envisaged undertaking of production of security microsystems based on the invention and their implementation for operation in power substations is consistent with the assumptions of the POIG. The activities specified in the application coincide with the scope of support provided for in the Detailed Description of Priorities of this Program. The amount of planned expenses is justified and adequate from the point of view of the planned objectives and tasks in the project. They have been calculated observing the principle of achieving the assumed effect at the lowest possible cost.

ITR conducts research, development, design and construction work forming the basis for practical applications and construction of intelligent autonomous power systems integrating distributed renewable energy sources and reservoirs, as well as measurement, control and protection apparatuses, contributing to ensuring uninterruptible operation of electrical equipment in the event of a short-term or total power outage.
The project concerns a high-tech invention. Its implementation will allow the development of the country’s first microsystem comprising universal, advanced multi-field DC and AC protection automation devices, equipped with network quality analysis functions, control modules and energy storage control, which will be particularly predestined for applications in networks integrated with distributed renewable energy sources, where significant levels of higher harmonics occur due to the presence of voltage and frequency inverters. The innovative value of the invention is due, among other things, to the use of advanced data communication technologies based on the latest generation of DSP signal processors, enabling the determination of a large number of parameters of voltage and current signals in real time, i.e. at the speed required by protection algorithms, and contributing to a significant simplification of signal pre-processing paths, thanks to the use of sufficiently high and constant sampling frequencies. The invention is also related to the use of advanced energy storage application technologies based on BOOSTCAP series supercapacitors. The development of a micro-system of DC and AC protection and automatics for medium- and low-voltage power grids covering distributed renewable energy (RES) sources and reservoirs is of great importance for economic practice in Poland in the coming decades. Implementation of the project will help fill the technological gap that has developed in terms of system solutions covering a variety of renewable energy generating facilities and using large energy storage. The project solves the specific problems that will occur due to the increasing share of renewable energy in the country’s energy balance. The notified project is of great importance for economic practice in Poland in light of the international obligations covering Poland and the country’s energy policy that follows from them, and its implementation will allow to fill the technological gap that has developed in this area. The emphasis so far has been on solutions of an energetic nature, while marginal treatment has been given to protection and automation, especially from a systemic perspective, intended for facilities generating energy from renewable sources and using large energy storage. The success of the project is guaranteed by the long experience of the applicant’s highly qualified research staff in the development and implementation of EAZ devices and systems for the power industry, who have had close ties with industry and international contacts for years.

The invention envisaged for development, filing and protection within the framework of the project is a synthesis of solutions to a number of scientific problems, among which noteworthy are issues related to the use of a variety of distributed renewable energy sources and adapted intelligent technologies for conversion, automation, network quality measurements as well as monitoring, necessary for decision-making by small autonomous systems or by larger centers coordinating the entire energy generation process. The largest group of problems is related to the high periodic variability and unpredictability of RES output levels, which leads to increased levels of disturbance and distortion in the grid. To solve this problem, energy storage and backup power sources are used, which is associated with the need for a systemic solution to the problems of DC and AC protection and automation for microgrids, taking into account the specifics of large energy storage and AC and DC networks.
The implementation of the above research tasks will undoubtedly constitute ITR’s contribution to the development of national and global scientific and technical achievements in the field of invention. The need to conduct R&D work and implement this project in the field of invention stems from the premises:
legal- Energy Policy of Poland until 2025, adopted by the Council of Ministers on January 4, 2005, Energy and its resources, paragraph 8 of the National Framework Program established by the Minister of Science and Information Technology on September 21, 2005 (Official Gazette of the Ministry of Science and Information Technology No. 10, item 47) consistent with the provisions of the Strategy of sustainable development of Poland until 2025.
Assumptions to the “Energy Policy for Poland until 2030”. VII European Union Framework Program for non-conventional, including renewable, sources of energy; technical – the growing share of energy from renewable sources brings with it a number of new problems, the solution of which is important for technical reasons. Particular attention needs to be paid to the problems associated with the use of a variety of distributed renewable energy sources and adapted intelligent conversion technologies, automation, network quality measurements as well as monitoring, necessary for decision-making by small autonomous systems or by larger centers coordinating the entire energy generation process. The largest group of problems is related to the high periodic variability and unpredictability of RES output levels, which leads to increased levels of disturbance and distortion in the grid. To solve this problem, energy storage and backup power sources are used, which is associated with the need for a systemic solution to the problems of DC and AC protections and automatics for microgrids that takes into account the specifics of large energy storage and AC and DC grids; economic and social- solving technical problems results in lowering the cost of energy production, improving its quality and minimizing losses due to failures resulting from insufficient technical level of protections and automatics. Technical solutions in this area bring an increase in the level of safety of power generation and operation of microgrids. They also contribute to raising the comfort of living and the level of investment in sparsely urbanized areas, where distributed power generation is of particular importance. The results of the research and development work will be the basis for launching experimental production at the ITR Innovation Center of microgrids for DC and AC protection and automatics developed in accordance with the invention planned under this project.
Switchgear manufacturers, including Elektrobudowa S.A., ZPUE Włoszczowa, Elektrometal S.A., are interested in the application of microsystems. The results of the project can also be used by:
- field energy distribution facilities supplying small and medium-sized manufacturing enterprises and individual consumers
- local industrial plants with their own energy infrastructure
- Public utility units for which good quality electricity is a prerequisite for safe and reliable operation (such as hospitals)
- Central institutions, such as the Ministry of Economy, the Ministry of Infrastructure and others.
- local authorities.
